2026 Green and Climate Capacity Development Week for Asia and the Pacific
Across the two programmes, the 2026 Green and Climate Capacity Development Week engaged 43 participants from 25 countries across developing regions worldwide and fostered collaboration among national governments, international organizations, research institutions, and regional stakeholders. Senior-level representatives from the host region also participated, including high-level officials from Jeju Special Self-Governing Province and members of legislative bodies, further underscoring the importance of green and climate capacity development across the Global South in bringing together efforts to address climate and environmental challenges.
The Week was delivered in collaboration with key national and international partners:

Ⅰ Background
There is a growing need to support capacity-building for developing countries in the Asia-Pacific region to address international environmental and climate change issues. Environmental and climate change issues are diversifying and intensifying, centred on the UNFCCC (United Nations Framework Convention on Climate Change, Kyoto Protocol, Paris Agreement), UNEP (Convention on Biological Diversity, etc.), and UNDRR (Sendai Framework). Developing countries face a lack of means, resources and capacities owing to the increasing complexity of implementation procedures under the respective conventions and international recommendations.
In particular, the concurrent strengthening of implementation obligations across individual conventions
and frameworks, including the operationalization of the Enhanced Transparency Framework (ETF) in line with the transition to the implementation phase of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA); the implementation of the Kunming-Montreal Global Biodiversity Framework (GBF) under the Convention on Biological Diversity (CBD); and the monitoring of implementation of the Sendai Framework for Disaster Risk Reduction (SFDRR), has given rise to a comprehensive and cross-cutting increase in the capacity-building needs of developing countries.
The simultaneous strengthening of implementation obligations across these frameworks has created an urgent and cross-cutting need for capacity development support among developing countries particularly in the Asia-Pacific region to enable them to meet their national planning, implementation, reporting, and accountability under international agreements.
Ⅱ Approach and Modality
UNITAR CIFAL Jeju serves as one of the leading platforms for green and climate capacity development in the Asia-Pacific region, delivering an integrated suite of international capacity-building programmes on environmental and climate change issues.
As an ambitious first step toward achieving this objective, the 5th and 6th Environmental International Workshops of UNITAR CIFAL Jeju shall be jointly planned and implemented under the umbrella of the "2026 Green and Climate Capacity Development Week for Asia and the Pacific”. Through integrated planning, budget management and outreach, this initiative will solidify the Centre's identity as a dedicated capacity-building platform and reinforce its standing as a Centre of Excellence for capacity development in the Asia-Pacific region.
Ⅲ Event Overview
The 2026 Green and Climate Capacity Development Week for Asia and the Pacific, organized by UNITAR CIFAL Jeju, will take place from 25 August to 4 September 2026. By bringing together its ongoing environmental and climate change capacity-building programmes under a single platform, the Week aims to raise awareness of the growing need for capacity development in climate change response and environmental sustainability, while strengthening the Centre's profile as a regional platform for capacity development on climate change and environmental sustainability.
The Week comprises two flagship capacity-building events:
The first is the 2026 UNFCCC–CASTT Adaptation Academy in Asia and the Pacific, which will be held at UNITAR CIFAL Jeju, Seogwipo, Jeju Island, from 25 to 28 August 2026. The Academy is hosted by the Ministry of Climate, Energy and Environment (MCEE), Republic of Korea, and co-organized by the UNFCCC secretariat, KEI KACCC, UNITAR CIFAL Jeju, and the UNEP Copenhagen Climate Centre. As one of the UNFCCC secretariat's flagship capacity-building programmes, it is designed to strengthen the technical and reporting capacities of developing countries in support of achieving the adaptation goals and ambitions of the Paris Agreement.
The second event is the CTCN PALO–CIFAL Jeju–KIER 2026 Energy Storage System (ESS) International Workshop and Learning Visit, co-organized by UNEP CTCN/PALO, UNITAR CIFAL Jeju, and the Korea Institute of Energy Research (KIER). Held from 1 to 4 September 2026 at the KIER Jeju Global Research Centre and UNITAR CIFAL Jeju, the workshop will strengthen the endogenous capacities of relevant national stakeholders to advance climate action through climate technology development, transfer, and deployment, as a capacity-building activity supporting the implementation of the Paris Agreement.

The 2026 Green and Climate Capacity Development Week for Asia and the Pacific, organized by UNITAR CIFAL Jeju, will take place from 25 August to 4 September 2026. The Week comprised two flagship capacity-building events, each addressing a key dimension of climate action and supporting the implementation of the Paris Agreement through targeted capacity development. Together, the two programmes provided a platform for strengthening institutional and technical capacities in climate change adaptation and climate technology, while promoting knowledge exchange and cooperation among participating countries and organizations.
The first event was the 2026 UNFCCC–CASTT Adaptation Academy in Asia and the Pacific, held at UNITAR CIFAL Jeju in Seogwipo, Jeju Island, from 25 to 28 August 2026. The Academy was hosted by the Ministry of Climate, Energy and Environment (MCEE) of the Republic of Korea and co-organized by the UNFCCC secretariat, the Korea Environment Institute – Korea Adaptation Center for Climate Change (KEI KACCC), UNITAR CIFAL Jeju, and the UNEP Copenhagen Climate Centre (UNEP CCC). This year’s Academy focused particularly on supporting participants in preparing for the second Biennial Transparency Report (BTR2) and the 2027 review cycle, while strengthening their capacity to meet the evolving implementation and reporting needs under the Paris Agreement.
The second event was the CTCN–CIFAL Jeju–KIER 2026 Energy Storage System (ESS) Workshop and Learning Visit, co-hosted by the UN Climate Technology Centre and Network (CTCN), UNITAR CIFAL Jeju, and the Korea Institute of Energy Research (KIER). Held from 1 to 4 September 2026 at the KIER Jeju Global Research Centre and UNITAR CIFAL Jeju, the programme combined technical learning, with a particular emphasis on energy storage systems (ESS), with exposure to policy and financial approaches. This integrated approach provided participants with a broader understanding of the key technical, policy, and financial dimensions involved in developing viable and sustainable energy transition projects, including an introduction to support available through the UN CTCN’s Technical Assistance. The workshop also highlighted Collaborative Research, Development and Demonstration (CRD&D) as a key approach to strengthening the endogenous capacities of relevant national stakeholders to advance climate action through climate technology development, transfer, and deployment.
