Intensive Course

on Measures to Address Human Trafficking: the 3P Paradigm

UNITAR CIFAL Jeju and RSO of the Bali Process co-organized an intensive training program on “Measures to Address Human Trafficking: the 3P Paradigm” on August 2, 4, 9, and 11, which invited 72 representatives mainly from the governmental sector along with NGOs and International Organizations. They came from 13 countries including: Britain, Brunei Darussalam, Cambodia, India, Malaysia, Myanmar, Nepal, New Zealand, Pakistan, Palau, Philippines, Vietnam, and Republic of Korea.

The event was composed of four online sessions and each session explored how to address human trafficking through an in-depth study of the 3P framework: Protection, Prevention, and Prosecution, along with how anti-trafficking policies and strategies can be designed and implemented. According to the experts invited to the event, it is more important to well implement the identification of victims as well as the referral for protecting and assisting victims either in human trafficking or smuggling rather than differentiate the two criminal activities: Trafficking in Persons and Smuggling of Migrants.

The participants had a keen interest in knowledge sharing about human trafficking prosecution, anti-trafficking activities in line with a victim-centered approach, and policy interventions based on methodologies for human trafficking statistics as most of the participants were those from national and local governments including police sector.
