CIFAL Jeju/JITC provides a variety of training programs to enhance capacity for national and local communities in the Asia-Pacific region to benefit from holistic and multi-disciplinary approaches available in such diverse areas as human trafficking, migration and refugees, urban poor, resilience and disaster risk reduction, making peaceful and inclusive societies, and so on.

Background

 


According to the Palermo Protocol 2000, Trafficking in Persons involves the act of recruiting, transporting, transferring, harbouring or receiving a person through the use of force, coercion or other means, for the purpose of exploitation. Virtually every country, as origin, transit or destination, in the world is affected by human trafficking which ended up in sexual exploitation, forced labour, servitude, and removal of organs. Every year, thousands of men, women and children fall into the hands of traffickers, in their home countries and abroad.

With States’ adoption of confinement and lockdown measures, trafficking in persons including smuggling of migrants has become even more clandestine, making it more difficult to figure out the scale of the crime, recuitment and exploitation.[3] At the recent General Assembly meeting, governments focused on the Covid-19 pandemic as an accelerator for human trafficking, and particularly two issues: forced labour and the growth of online human trafficking. Thus, it is critical to equip concerned authorities with the knowledge to prevent and combat trafficking in persons as the impact of the pandemic will last long.

 

 

Global anti-trafficking efforts by States, international organizations and non-governmental organizations have used the “3P” paradigm of prosecution, protection, and prevention established by the 2010 United Nations Global Plan of Action to Combat Trafficking in Persons[1]. Despite these collective efforts, however, there is no reason to believe that human trafficking is any less prevalent today than it was when the Palermo Protocol was adopted in 2000.

While human trafficking cases has decreased in some countries since the onset of the COVID-19 pandemic, various sources report that there has been a substantial rise in human trafficking

 

With the importance of capacity development for effective anti-trafficking efforts in mind, UNITAR CIFAL Jeju and RSO of the Bali Process co-organize a four-day online training workshop to facilitate deeper understanding of key aspects of combatting trafficking in persons. The training has been designed as anadvanced, intensive course to take stock of four pillars of the anti-trafficking efforts – prevention,  protection and prosecution along with partnerships. The participants will be able to have a closer look at TiP(Trafficking in Persons) and SoM(Smuggling of Migrants) in different contexts as well as varying strategies and policy interventions in the framework of 3Ps – prevention, protection and prosecution – that have been adopted and implemented in the Asia-Pacific countries. The in-depth learing opportunity to gain insight into how anti-trafficking policies and strategies can be designed and implemented will be provided to the participants.

 

 

Event objectives

 

This capacity building training workshop will:

ž  Take stock of Trafficking in Persons and Smuggling of Migrants in different contexts along with their commonalities and differences

ž  Delve into strategies and policy interventions for the 3P frameworks in identifying, assisting and protecting victims of trafficking; and

ž  Promote information sharing and exchange of best practices between government, CSOs and NGO actors

 

 

Expected outcomes

 

By the end of the training, participants will be able to: 

ž  Fully understand the concepts related to trafficking in persons and key challenges in addressing human trafficking across the globe and in the Asia-Pacific region. 

ž  Gear themselves up to deploy the international framework “3Ps” paradigm and best practices in combatting human trafficking

ž  Apply UNITAR-developed CityShare methodology to rate and compare each other’s anti- trafficking policies, and make specific action plans for local implementation and follow-up on lessons learned (via city-to-city cooperation, awareness raising activities, inter-governmental coordination, and other practical implementation examples); and 

ž  Build professional networks, exchange information and knowledge among the participants. 

 

 

Target audience

This training is open to government officials and relevant personnel from NGOs, Civil Societies and institutions who directly deal with the area of Trafficking in Persons and Smuggling of Migrants in the Asia Pacific region. 

 

 

Methodology

The training will be comprised of: 

-           lectures and presentations by experts 

-           practical exercises and group discussion 

-           UNITAR CityShare Methodology 

-           action plan presentation

Online (The whole program will be delivered using the Gather[4] platform.)

Please note the following:

-    Those with at least two years of working experience in the workshop theme area will be preferred.

-    The participants should be fluent in written and spoken English.

-    Only selected participants will be notified individually along with the guidelines for the program.

 

 

Certificate

ž  Certificate of Completion will be jointly issued by UNITAR, UNITAR CIFAL Jeju and RSO.

ž  Selected participants are required to complete the following to be eligible for the certificate:

-     submit assignments on time- e.g. case study either in WORD or PPT format, action plan

-     actively participatein the training program

-     attend all four sessions and have your video always on

[4]Gather, one of the frequently used metaverse platforms, is an avatar-based, virtual gathering space where real interaction is allowed like in a face-to-face event. A Gather Town is a customized room created by a user on Gather; you can think of it as the equivalent of a Zoom meeting room. Towns can come in all designs and forms, and JITC’s Gather town set for this workshop is modeled around the JITC’s actual seminar room, as well as Jeju Island’s beaches.
