Enhancing a
Victim-Centered Approach: Identification, Assistance and Protection of
Trafficking Victims
in the Asia Pacific Region

of Korea – UNITAR CIFAL Jeju in partnership with the Regional Support Office of
the Bali Process (RSO) hosted a four-day international workshop on “Enhancing a
Victim-Centered Approach: Identification, Assistance and Protection of
Trafficking Victims in the Asia Pacific Region” in Jeju, Republic of Korea.
The workshop brought
together 26 representatives mainly from the governmental sector along with NGO
and Academic sector. They came from 14 different countries including: Bangladesh,
Cambodia, Hong Kong, India, Indonesia, Malaysia, Maldives, Mongolia, Nepal, Pakistan,
Philippines, Sri Lanka, Thailand and Vietnam.
The workshop sessions
were delivered by Mr. K M Ali Reza from RSO of the Bali Process based in
Bangkok, Ms. Marika McAdam, Independent International Legal Consultant from
Bangkok, Mr. Jonathan Martens from IOM Regional Office Bangkok, Mr. Cornelius
Leonard Brüser from International Committee of the Red Cross (ICRC), Prof.
Heisoo Shin and Prof. Eunmie Lim from Graduate School of International Studies,
Ewha Womans University in Korea.
This workshop has been
very informative, lengthy, and engaging and participants have been very
attentive during the workshop sessions. Their commitment to their work as well
as their expertise on the topic of the human trafficking in their respective
countries and the region at large was obvious in their case study
presentations. There were also interesting and deep discussions on how there is
a disparity with victim identification and equally challenging was prosecuting
trafficking acts since there are many complexities around victim and trafficker
relationships. Other very active and engaging discussions were on a 3P
framework – Protecting victims, Prosecuting traffickers, and Preventing human
trafficking together with human trafficking from the gender perspective.
On the 3rdday of the workshop, an action plan was developed individually based on
UNITAR’s CityShare Methodology. The workshop participants dedicated themselves
to planning their respective strategies and showed commitment to bring those
strategies into active play in the foreseeable future.
On the
last day, participants paid a site visit to the Altteureu Airfield where they
were able to learn the history of Jeju and Jeju’s human security issue. At the
end of the field visit, a relaxing tour of Cheonjiyeon waterfall and Seogwipo
Traditional Daily Market took place.
