UNITAR Jeju International Training Center (JITC) held an expert lecture workshop titled “Unpacking Locally Led Development – What Makes LLD Possible?” on March 20, 2025. The session highlighted the growing need for locally led development (LLD) in the Global South, emphasizing the importance of shifting decision-making power to local actors and creating an enabling environment for this transition within today’s complex development landscape. The lecture examined key challenges such as structural barriers to localization, power dynamics in development cooperation, and the urgent need for inclusive, community-driven approaches.

Mr. Gregory De Paepe, Policy Analyst at the OECD and a leading expert in LLD, delivered the keynote lecture. The subsequent in-depth Q&A session was moderated by Professor Taekyun Kim of Seoul National University. The online event attracted wide global attention, with 335 participants from 53 countries registering for the session.

지난 3월 20일 “지역 주도 발전(LLD) 가능성 모색”을 주제로 한 전문가 강연 워크숍이 UNITAR 제주국제연수센터 주관으로 개최되었다. 이번 강연에서는 글로벌 사우스(Global South) 지역 내 지역 주도 발전(LLD) 필요, 의사결정 권한의 지역 주체 이양, 복잡한 국제개발 환경 속에서 이러한 전환을 가능하게 하는 환경 조성 등에 대해 논의하였다. 특히 지역 주도 발전에서의 구조적 문제, 개발협력 환경에서의 권한과 책무성 범위, 포용적이면서 지역사회 주도적인 접근 방식의 시급성에 주목하였다.

강연은 OECD의 지역 주도 발전 전문가이자 정책분석관인 Gregory De Paepe가 맡았으며, 심층 질의응답 세션은 서울대학교 김태균 교수가 좌장으로 함께하였다. 본 온라인 행사에는 총 53개국에서 335명이 등록하는 등 높은 관심을 받았다.
